These sections will be determined by competition of the keywords. As primary keywords will consist only keywords with high competition and secondary keywords will have low competition keywords.

The link building methods for a sets should take in to consideration as per the level of the competition. As I will add more links building methods to the high competition keywords as compared to low competition keywords.

Hence, there will be two different plan of action in link building for the primary and secondary keywords. The link building methods can be same or different for the both primary and secondary sections. If the link building methods are same then the number of back links will be determined as per the competition.
